Montenegro Bans Election Report

PODGORICA, Yugoslavia (AP) - Montenegro's
independence-minded government on Friday
banned all state-run media from covering
Yugoslavia's federal elections in an effort to
undermine local participation.

Despite their firm opposition to the elections, Montenegrin authorities
have said they would not prevent the vote from taking place.
Montenegrins are deeply divided over whether their republic should split
from
Yugoslavia, and Friday's media gag is sure to raise tensions.
Milosevic's supporters enjoy considerable support in Montenegro, and
there are fears of conflicts should the republic's government declare
independence.
The ban, which applies to 16 local television and radio stations, is an
apparent attempt to undermine the position of the Montenegrin
pro-Milosevic's parties, which are calling on citizens to take part.
The information ministry statement, read on state-run television Friday
evening, said
the media must not "take part in election campaigning" and warned of legal
consequences if the order is violated.
In the same news cast, the television reported which parties in Serbia
will run in the
election race, but made no mention of about 10 parties running in
Montenegro.

feil), men prøver i staden å teie ned den Jugoslavia-lojale opposisjonen.
Med val-boikott frå separatistane i republikken, samtidig som dei lovar at
dei som vil skal få stemme, har Milosevic all grunn til å være fornøgd og
ingen grunn til å stelle i stand trøbbel.
Men det kan det være andre som har interesse av valdelege konfrontasjonar,
det ville jo være ytterst pinlig om den tyranniske demonen Milosevic skulle
vinnne et demokratisk val i fred og ro.
Den britiske marinen reiser ned for å passe på og "sende signal", og the
Times er allereie opptatt med å understreke at alt som eventuelt måtte
skje er resultat av Milosevic sin utspekulerte ondskap(Scheming in his

Balkans watch for 'Invincible'

A ROYAL NAVY aircraft carrier has been pulled out of
an exercise with the United States to be on hand in case
President Milosevic launches a military operation in
Montenegro.
The decision to keep HMS Invincible in readiness for
duty in the Adriatic over the next few months is a clear
sign of the Government's concerns about the potential for
trouble in the Balkans.

The Foreign Office and Ministry of Defence, however, are
determined to send the right signals to Belgrade to remind
President Milosevic that Britain and its allies in Nato are
aware of the scheming he may have in mind.
With Mr Milosevic standing for re-election next month, as
well as municipal elections in Kosovo, there are serious
concerns that the Yugoslav leader may try to undermine
the relative stability in the Balkans. It is feared that he
could order his troops in Montenegro to flex their muscles
in the Yugoslav republic so as to test Nato's willingness to
support its leader, President Djukanovic, with military
action. Belgrade has 10,000 troops in Montenegro.
Nokon betre grunn for korfor Milosevic skulle ønske bråk, klarer dei altså
ikkje å kome opp med. Jugoslavia har allereie "testa" NATO sin krigsvilje
grundig, og er vel neppe så nysgjerrige at dei føler behov for meir.
Milosevic er vel den som har mest å tape og minst og vinne på
konfrontasjonar i Montenegro no.
NATO har som vanlig berre dei beste hensikter:
Britain and others in the alliance are not anxious to face
another military confrontation with Mr Milosevic and are
more concerned with conflict-prevention.(....)
Men ein kan jo ikkje sitje og sjå på hvis Milosevic set sine "schemes" ut i
praksis:
As part of the conflict management strategy, the MoD and
Foreign Office have decided that it would be sensible to
take military precautions to ensure that Belgrade gets the
message that any violent action by Yugoslav forces in
Montenegro could lead to retaliation by Nato.
NATO er visstnok ikkje for å fortsette parteringa av Jugoslavia heller:
Britain does not support the idea of an independent
Montenegro - or an independent Kosovo - believing that
the creation of mini-states in the Balkans would destabilise
the region.
Men det hadde no vore frykteleg praktisk då, med eit "fritt" Montenegro. Då
ville NATO ha eit formelt argument for å å ta Kosovo til odel og eige, i og
med at fredsavtalen med Jugoslavia annerkjenner Kosovo berre som ein del av
Jugoslavia ikkje som ein del av Serbia.
Men det er vel kanskje berre eg som er paranoid, og dermed overser NATO sin
rørande omsorg for stabiliteten på Balkan?
