Historien gjentar seg, med motsatt fortegn

Fra reportasjer i The Times, de tre siste dager:

---
Bombene regner over Tsjetsjenia, og tsjetsjenerne gjemmer seg i kjelleren hver natt. Bomber regner over landsbyer, hvor sivile bor. Sjukehus rammes.

" One woman said of the Russians' strategy: "They are just bombing, from the air and from the ground. We were in the cellar every night." People spoke of bombs raining down on villages, sometimes concentrated on the outside and the centre, but always where civilians were living. " (...) " Mr Alimkhanov said that the Russians bombed Chechnya's Hospital No 2 in the Minutka region of Grozny three or four days ago. "I met the head doctor here on the border and he told me," he said. He said that the hospital had some state-of-the-art medical equipment donated by foreign aid organisations. "

"Kremlin admits 'tragic errors' in air assault TWO weeks after bombing a Red Cross convoy and killing two of its staff, Russia has for the first time admitted making "tragic errors" in its air assault on Chechnya (Giles Whittell writes). " (...) "There have been some tragic errors during our operation in Chechnya," Igor Shabdurasulov, President Yeltsin's Deputy Chief of Staff, told a press conference in Moscow. "We regret these errors and we carry the moral responsibility." He blamed "international terrorists and fighters" for forcing Russia to resort to force. "

" The United States accused Russia yesterday of failing to abide by the Geneva Conventions regulating the conduct of war in its continuing offensive in Chechnya. "It is our judgment that, with respect to the indiscriminate use of force against civilians, [Russia's] current conduct is not in keeping with these commitments," James Rubin, the State Department spokesman, said. "The indiscriminate use of force and the impact of escalation on innocent civilians is a matter of deep concern to us," he added. " (...) " The charge that Russia is not following its international commitments follows repeated US criticism of Russia's strategy in the Chechnya. The US insists that a military solution in Chechnya is impossible, and the State Department yesterday called for immediate negotiations between Moscow and Chechen representatives. "
