The new code came into effect on publication in the EU's Official
Journal on 23 August 2000, see

Denmark voting in favour of the decision, yet signing the declaration by
the Netherlands, Sweden and Finland
(http://www.statewatch.org/newcode5.htm) stating that the new rules are
unnecessary, has been confirmed by the Danish permanent representation.
Recent changes to the texts on the Statewatch site seem to indicate that
Denmark voted against, but this is not correct.
