>Over the past few days, there has been a severe escalation in violence,
with many casualties. Two days ago, B’Tselem published the findings of its
investigation into one particularly severe incident: the shelling of a
Palestinian family in their home in Khan Yunis.
>On Monday evening, February 18, IDF forces killed an armed Palestinian who
was seen in the area of the greenhouses of the Morag settlement, near Khan
Yunis in the Gaza Strip. Another armed Palestinian fled from the area.
Soldiers immediately opened intensive gunfire and then tank-fire at tin
shacks inhabited by Palestinians, not far from the settlement. The shelling
continued throughout the night. Three Palestinian civilians were killed in
this incident: a nineteen-year-old man, a woman and her daughter. Six
members of the woman’s family, including three children, were injured.

>B’Tselem’s fieldworker was present at the scene during the shelling, and
accompanied the ambulance that arrived to assist the mother and child. The
IDF opened fire at the ambulance, preventing evacuation of the two. Their
bodies were found early the next morning.

>The issue of Israel’s restrictions on Palestinian movement in this
Intifada, and their devastating consequences for the entire Palestinian
population has been a central focus of B’Tselem’s work over the past year.
To expand upon our research and advocacy, B’Tselem planned a public
campaign to bring this issue to the forefront of the Israeli public debate.

>The centerpiece of the campaign is the deployment of Israeli volunteer
monitors to IDF checkpoints in the West Bank in order to document
violations, intervene to aid Palestinians and, perhaps most importantly,
bring credible reports of the reality of the siege to Israeli society.
Israelis who personally witness the suffering entailed in the sieges are
best able to bring this message to the Israeli mainstream.

>B'Tselem intended to initiate these checkpoint monitors last week. Then,
as you may have heard, our fieldworker was shot while driving in the West
Bank. This has understandably created reluctance on the part of our
volunteers to travel in the West Bank. It is clear that we cannot proceed
with this project without taking all measures possible to ensure the safety
of our volunteers. The launch of this project now depends on obtaining an
armored vehicle in order to transport our volunteers. The cost is quite
high: a second-hand vehicle that can bear the weight of the armored plates
will cost around $16,000. Installation of the armoring costs about $35,000.

potential to affect the mainstream Israeli public. Such a project is likely
to complement a variety of other initiatives and debates currently taking
place in Israeli society to create real change in Israel’s siege policy.
