Statement by Action in Solidarity with Indonesia and East
Timor (ASIET) - September 6, 1999.

Recent but unconfirmed reports from East Timor -- because the majority of international journalists have now been forced to flee -- continue to detail an ongoing and systematic campaign of terror and intimation by the pro-integration militia backed by the Indonesian armed forces.

Over the last two days, as many as 170 are believed to have been murdered by pro-Jakarta militia -- in some cases directly supported or carried out by the Indonesian military. Numerous reports have detailed militia attacks on churches, the red cross, the house of Bishop Belo and the UNAMET compound where East Timorese people are seeking refuge. Other reports have described decapitated heads of the militia's victims being staked alongside Dili's streets

ASIET calls on all supporters of democracy to mobilise to call on the Australian government insist that the United Nations authorise the immediate dispatch of Australian troops to East Timor.

These troops must act immediately to stop the bloodbath by disarming of the pro-Jakarta militia gangs. It is essential that they also oversee the withdrawal of all Indonesian military and police personnel from East Timor who are actively supporting the pro-Jakarta militia.

All East Timorese national liberation forces have called for immediate UN-authorised military intervention in East Timor to stop this bloodbath.

The United Nations Security Council on September 6 -- which convinced an emergency meeting today -- has again refused to send an international military force to East Timor. Instead they are to send a "delegation" to Jakarta to again "urge" the Habibie regime to end the violence in East Timor. To date such calls have had little or no effect on the ongoing carnage.

Without such a force authorised by the UN, the Australian government should act unilaterally and send its armed forces into East Timor to end the terror campaign.

The argument that the UN cannot authorise such a force without the Indonesian government's approval is absurd as the UN has never recognised Indonesia's claim of sovereignty over East Timor. In the August 30 ballot the overwhelming majority of East Timorese -- in the face of a massive campaign of intimidation -- clearly expressed their rejection of Jakarta's offer of autonomy and chose independence from Indonesia.

Prime Minister Howard and Foreign Minister Downer have echoed this argument -- that Australia cannot intervene directly without Jakarta's consent. This position is just a continuation of the policy that Australian governments -- both Labor and Liberal -- have pursued since Indonesia invaded in 1975.

All Australian ties with the Indonesian military must be ended immediately, including military aid (which totaled some seven million last year) and ongoing joint training with the Indonesian armed forces.

Stop the bloodbath in East Timor! Disarm the pro-Jakarta terror gangs! Indonesian troops/police out now! UN/Australian troops into East Timor NOW! Break all military ties with Indonesia! Recognise the independence of East Timor!

Emergency actions =============== ASIET is calling on all supporters of freedom for East Timor to take action to pressure the Indonesian government to remove its armed forces from East Timor, disarm the militias and free Xanana Gusmao.

Join the actions to demand that the Australian government cut military ties with Indonesia, withdraw recognition of Indonesia's occupation of East Timor, send material, not military, aid and grant asylum to all those who seek it.

Dear friends,

Urgent action is required from progressive and democratic forces around the world to counter the bloodbath being perpetrated in East Timor by the Indonesian Army and their thugs.

We urge you to organise or support demonstrations, pickets, vigils outside Indonesian Embassies and Consulates or the offices of Garuda Airlines. Daily demonstrations are taking place around Australia, with nationally coordinated actions scheduled for September 10 and September 11. These actions have been called by East Timorese organisations in Australia, the Australian trade union movement, the National Union of Students, and Action in Solidarity with Indonesia and East Timor. Resistance, the socialist youth organisation, has called for a national walkout of high school students to join the protests on Friday September 10.

We ask that these dates be made International Days of Action demanding that the Indonesian Army Stop the Bloodbath, Withdraw from East Timor, and Recognise the vote for an Independent East Timor, and that governments support the request of the East Timorese for troops to assist with the withdrawal of the Indonesian military..

UN/Australia must act NOW to stop bloodbath in East Timor!

Statement by the National Executive of the Democratic Socialist Party (September 6, 1999)

The Democratic Socialist Party calls on all supporters of democracy to mobilise to demand that the Australian government insist that the United Nations authorise the immediate dispatch of Australian troops to East Timor. The task of these troops must be to assist the East Timorese resistance forces to stop the current bloodbath being organised by the Indonesian armed forces (TNI) and police (Polri). This can only be achieved through the disarming of the pro-Jakarta terror gangs. In addition, these troops must supervise the rapid withdrawal of all Indonesian military and police personnel from East Timor so as to enable the East Timorese to take full control of their nation's affairs.

All East Timorese national liberation forces have called for immediate UN-authorised military intervention in East Timor to stop the TNI/Polri-organised bloodbath.

If the United Nations Security Council continues to argue that an international military force cannot be sent to East Timor without the Indonesian government's agreement, then the Australian government should act unilaterally and send its armed forces into East Timor to end the TNI/Polri-organised terror campaign.

The argument that the UN cannot authorise the sending of an armed security force to East Timor without the Indonesian government's approval is utterly hypocritical since the UN has never recognised Indonesia's claim of sovereignty over East Timor. In the August 30 ballot the overwhelming majority of the East Timorese nation, in the face of a massive campaign of intimidation by TNI/Polri-directed terror gangs (``pro-integration militias''), clearly expressed their desire for independence from the Indonesian state.

Prime Minister Howard and Foreign Minister Downer also make the argument that Australian military forces cannot be sent to help the East Timorese people halt the TNI/Polri's campaign terror and mass murder without Jakarta's (that is, without the Indonesian military's) prior agreement. This stance is simply the continuation of the policy that Australian governments, both Labor and Liberal, have had for 24 years of sacrificing the democratic rights of the East Timorese people to collaboration with the Indonesian military. That is why they refuse to break off Australia's ties with the Indonesian military (including immediately ending the training of TNI officers).

The aim of this policy is to maintain a ``secure environment'' for Australian big business in both Indonesia and East Timor. Howard and Downer know that maintaining Indonesia as a ``secure environment'' for big business requires maintaining the TNI/Polri's dictatorial control over Indonesia's improvised population. They are therefore unwilling to take any action that will politically weaken the Indonesian military, even if these means that tens of thousands of East Timorese are murdered by the TNI/Polri and its East Timorese puppet gangs.

On Military Violence in East Timor

Monday 6 September 1999

The Direct Ballot on whether the East Timorese accept or reject the proposed special autonomy announced in the UN Headquarter in New York and the UNAMET Headquarter on Saturday, September 4, 1999 resulted in 344,580 votes (78.5%) rejecting proposed special autonomy for its separation from Indonesia. While the rest 94.388 votes (21.5%) accepting the proposed autonomy and be part of the Unitary States of the Republic of Indonesia. This result has clearly indicated how the majority of the people of East Timor want to become an independent nation, like the option agreed in the New York Agreement:

" ACCEPT Do you accept the proposed special autonomy for East Timor within the Unitary State of the Republic of Indonesia? OR " REJECT Do you reject the proposed special autonomy for East Timor, leading to East Timor's separation from Indonesia?"

With such a result, we the People's Democratic Party states:

a. We congratulate the majority of the East Timorese who reject the proposed special autonomy and vote for their independence from Indonesia. The East Timorese deserve such congratulation and support, as the terror and intimidation for the last six months was not able their spirit of struggle for their independence. b. Call for all sides to respect the result of the Direct Ballot and the choice of the majority of the East Timorese people for their independence. In terms of de jure and de facto we have to support the independence of the East Timorese they expressed in the result of the Direct Ballot. c. Push the Habibie administration to recognise the result of the Direct Ballot and respect the choice of the East Timorese people for independence. The Indonesian government does not need to wait for the next stage namely the Parliamentary General Assembly (Sidang Umum MPR). The Parliamentary General Assembly has no right to determine the future of the East Timorese. The authority of the Parliamentary General Assembly is to pull out or abolish the law on the integration of East Timor with Indonesia. d. Call for Indonesian Government to obey the New York Agreement in keeping the security in East Timor, that those responsible for it from the Indonesia side is only the police. There must be immediate withdrawal of the military forces as the Direct Ballot is announced. (Article 5, Memorandum UN Secretary General Kofi Annan, May 4 1999) e. Call for Indonesia Government to stop all kinds of support to the pro integration militia. f. Push the Indonesian Government to withdraw all military personnel as soon as possible and stop sending military units to East Timor. g. Ask for the United Nations to immediately send the peace keeping forces to East Timor for guaranteeing the safety of the East Timorese.

The people united will never be defeated!!!

STATEMENT BY: João Carrascalão Head of CNRT in Australia President of UDT (Timorese Democratic Union)

The Field Commander of Falintil, Taun Matan Ruak, called today from his base in the mountains of East Timor. He made an impassioned plea for help and detailed further atrocities committed by the Indonesian military machine as it continues its genocide and ethnic cleansing program.

Taun Matan Ruak said: "The international community must intervene urgently in East Timor -- or tomorrow there will be no Timor to save. "I call on Timorese everywhere to mobilise to press in every way they can for international intervention."

Taun Matan Ruak made a special appeal to Australia: "Our thanks to you for what you are doing. But we need more help. Do not forget, Australia, that we were there to help when Australia needed us, dying in these very mountains to save Australian troops."

The situation in Dili: "It is chaotic. People are fleeing to the mountains, being arrested, killed and forced on to trucks to go to West Timor. "Some East Timorese in the police force have been murdered, some have fled to the mountains to join us. "Indonesia is disarming Battalion 744 (an East Timorese territorial battalion); the Indonesians do not trust them."

The situation in the Districts: Suai: "The Indonesians attacked and destroyed the church at Suai yesterday. Of 2000 people taking refuge there, they will 100-200, including two priests and two nuns." Ermera: "They attacked the church. All the priest and nuns and everyone sheltering there fled to a hiding place and are safe at present. Commander Ular (the local Falintil commander) says they are seeking safety in the mountains." Manatuto: "The church was attacked. Father Domingos and the people sheltering there escaped to the mountains. Father Eduardo and another group are also on their way into the mountains. Laleia, Ossu and Venilale: "Some residents and some local armed people got away from the military. We are trying to find them to stop them sacrificing themselves in a hopeless local fight back. That is going to be difficult; they are very determined people."

The situation in the mountains: "There are tens of thousands of refugees in the mountains now; they are in a terrible situation. "They are hungry, thirsty, sick and in abject misery. "The roads are blocked, food is very short already. "We are hungry, but we are doing everything we can to save our people."

Indonesia's ethnic cleansing target: kill 344,580 East Timorese

Hitler would be envious -- just 96 hours after the United Nations declared that 78.5 per cent of East Timorese had voted for freedom from Indonesian oppression, the fascist Indonesian military machine and its civil government collaborators like Foreign Minister, Ali Alatas, are well on their way to their target of exterminating 344,580 East Timorese.

They will also kill tens of thousands more -- innocent children.

These people will die, shot, hacked, tortured, raped and starved to death, unless the free, democratic nations of the world confront Indonesia today, in every international forum and on the ground in East Timor.

The figure of 344,580 is the number of people who voted for independence in the UN ballot, trusting in the assurances of sincere workers for the United Nations and from governments, including Australia and Portugal, that they could vote in safety and live to enjoy freedom afterwards.

But documents circulated in the Indonesian military and auxiliary pseudo-militia forces before the ballot said that those voting should be carefully noted, and every voter for independence should be wiped out after the ballot ... regardless of the result.

Those plans were put into action within an hour of the declaration of the ballot.

In the 1970s, 200,000 East Timorese died when the the Indonesian military dictatorship launched an all-out campaign against the independence movement. That kept the lid on the movement for two decades.

There can be no doubt that this time, their aim is more ambitious -- to wipe out the East Timorese independence movement for ever. That means wiping out every East Timorese who voted for independence.

We reiterate Taun Matan Ruak's appeal to all nations -- please help now. If you don't, there will be no East Timor tomorrow.
